Union of Industrialists Brakes Three Cryptocurrency Bills

The Russian Union of Industrialists and Entrepreneurs proposed to suspend the promotion of all three bills on regulating the cryptocurrency market to revise their concept, which now does not take into account the position of industrialists. It is reported by «Kommersant». The package of documents has successfully passed the first reading on May 22, but only six months later the RUIE decided to declare the need for adjustments.

According to industrialists, virtual assets should not be viewed as a single class of digital rights, but divided into three groups. The first includes cryptocurrencies, the control over which and the issuance of licenses to legal entities will have to be handled by the Central Bank. The second is digital counterparts of securities (security tokens), to which the same rules should be applied as to traditional securities. The latter group includes digital signs confirming rights in contractual relations..

This initiative was announced by the head «Norilsk Nickel» Vladimir Potanin, who, according to sources “B”, plans to launch his own cryptocurrency project, so he is personally interested in promoting the proposed concept. However, at a meeting of the coordinating council, he referred to the fact that the initiative would help to better fulfill the May instructions of Vladimir Putin.

Vladimir Potanin believes that information will gradually become more expensive than goods and services, so in 10-15 years this direction will be the most promising and Russia can use this to achieve success. Although, according to experts, new changes may violate the agreement reached between many working groups. The proposed concept of the ministry should be considered by the end of October.
